The Toro 21″ Recycler High Wheel Push Gas Lawn Mower is a practical, well-built entry-level option from America’s number one walk mower brand, priced at $389 and designed for homeowners with flat to moderately uneven yards up to a third of an acre. It is powered by a 140cc Briggs & Stratton EXi engine delivering 5.5 foot-pounds of gross torque, paired with Toro’s Recycler cutting system that uses an Atomic blade to shred clippings into ultra-fine pieces the company calls Lawn Vitamins, which get returned directly into the soil to nourish and green up your lawn naturally over time. The 3-in-1 deck supports mulching, bagging, and side discharge, giving you flexibility depending on the season and grass conditions.
One of the most appealing aspects of this mower is its maintenance simplicity. Toro’s “Top It Off” engine design eliminates the need for oil changes entirely over the life of the engine, meaning there is nothing to drain, no filter to replace, and no annual oil service to worry about. You simply top up the oil level and mow. The 15-gauge steel deck is sturdy for everyday residential use, and the rear 10-inch high wheels provide solid traction and maneuverability through tighter areas of the yard. A large 2-bushel bagger with reduced blowout design means less frequent emptying, and the adjustable single-piece handle accommodates different operator heights comfortably.
At $389, the Toro Recycler 21311 offers genuinely strong value for a gas push mower in its class. It is backed by a 2-year limited warranty on the mower and a 3-year guaranteed-to-start promise on the engine, which provides meaningful peace of mind for a machine in this price range. Available at Lowe’s, Tractor Supply, and Ace Hardware, it is a straightforward, reliable choice for homeowners who want the quality of the Toro name without stepping up to the premium Super Recycler tier.
